Unsatisfied with NHLPA's response, league files 2nd charge with NLRBFriday, August 31, 2007 The National Hockey League filed its second unfair labor practices charge against the NHLPA Monday. This time the charge it filed with the National Labor Relations Board had to do with reports that the PA was threatening to decertify agents who represent replacement or cross-over players. The league had planned to file the charge last week, but held off after the PA met a Wednesday deadline to respond to an NHL inquiry about the reports. But the Associated Press reported over the weekend that the NHLPA's response merely said it had no plans to change its policy on how it handles agent certification. The league responded with another letter saying that the PA's response didn't address the issue and set a Friday deadline for a clarification. This is the second the league has filed with the NLRB. Previously it filed a charge against the PA over an alleged policy that in part requires NHLPA members to agree not to become replacement players in order to receive lockout benefits. There is also the issue of players having to pay back lockout pay if they do become replacements. The NLRB is in the process of investigating the charge.
